For travelers, Kenya’s airports are gateways to adventure and business. Ensuring these gateways remain safe and secure is a top priority for the nation. In a significant move to protect passengers and national security, the Office of the Director of Public Prosecutions (ODPP) has opened a new chapter in the fight against cross-border crime by hosting a high-level delegation from Kenya Airways (KQ).
A Unified Front Against Evolving Threats
The Director of Public Prosecutions (DPP) Renson Ingonga, CBS, OGW, met with the delegation, led by Managing Director Allan Kilavuka, to explore robust avenues of collaboration. The focus is on strengthening investigations and prosecutions related to drug trafficking and counter-trafficking in persons (CTIP), particularly those exploiting Kenya’s national carrier, transit routes, and international gateways.
This strategic meeting comes at a critical time as Kenya confronts increasingly sophisticated criminal syndicates that use commercial aviation and airport infrastructure for illicit activities.
The Scale of the Challenge: By the Numbers
Recent statistics underscore the urgency of this collaboration. Between 2024 and 2025, more than 3.2 tonnes of narcotics were seized across Kenya. Alarmingly, heroin seizures at airports rose by 27% during the same period.
Jomo Kenyatta International Airport (JKIA) alone recorded over 40 arrests linked to trafficking syndicates.
In the past decade, more than 150 airline-related trafficking cases have been documented, highlighting the persistent and evolving nature of this threat.
Building a Robust Defense: Key Areas of Collaboration
During the discussions, both institutions agreed on several key action points to build a multi-layered defense system:
A Dedicated Liaison Mechanism: The DPP proposed establishing a dedicated channel integrating Kenya Airways Security, the Directorate of Criminal Investigations Anti-Narcotics Unit (DCI-ANU), and the ODPP. This will expedite information flow and enable rapid response to emerging aviation-related threats.
Empowering the Frontline with Training: A major focus will be on joint capacity-building initiatives. This includes specialized training for cabin crew, ground personnel, and cargo handlers on identifying trafficking indicators, passenger risk profiling, and the proper handling of evidence to ensure its integrity in court.
Strengthening Internal Integrity: The collaboration will also enhance internal compliance controls and integrity measures within the airline, particularly for frontline staff who may be vulnerable to coercion or corruption by organized crime networks.
The Prosecution-Guided Approach: A Proven Model
DPP Ingonga underscored the effectiveness of the prosecution-guided investigations model, which synchronizes the work of investigators and prosecutors from the outset.
“Our experience shows that inter-agency cooperation within the criminal justice system is indispensable. When investigative bodies work closely with the prosecution, evidence trails are stronger, and the chances of securing convictions rise,” the DPP stated.
This proactive collaboration fosters consistent evidence collection, credible testimonies, and seamless presentation in court, ultimately dismantling networks and reducing criminal recurrence.
A Shared Commitment to a Secure Future
The DPP reaffirmed the ODPP’s commitment to protecting Kenya’s international gateways and national reputation, emphasizing that aviation infrastructure must be shielded from criminal abuse.
Kenya Airways Managing Director, Allan Kilavuka, reaffirmed the airline’s commitment to this partnership. He pointed to successful outcomes from past collaborations, including controlled deliveries and enhanced screening protocols. Kilavuka also acknowledged the ODPP’s critical role in a recent successful prosecution that led to the conviction of three Kenya Airways staff for trafficking heroin valued at over KSh 60 million, a verdict that sends a powerful message on internal accountability.
This strengthened alliance between the ODPP and Kenya Airways is a vital step in safeguarding the integrity of Kenya’s aviation sector, ensuring a safer journey for all.
