Kenya Introduces New Air Ticket Levy: What Travelers Need to Know

A new regulation is set to change the cost of air travel in and out of Kenya. Following the lead of neighboring Tanzania, President William Ruto has signed the Air Passenger Service Charge (Amendment) Bill, 2025 into law, introducing a new levy on all air tickets.

What is the New Levy?

Effective from October 15, 2025, every passenger purchasing an air ticket will be subject to the following charges:

  • Domestic Flights: KSh 600 per ticket

  • International Flights: $50 (approximately KSh 6,500) per ticket

It’s important to note that these charges apply to both Kenyan citizens and foreign travelers.

Where Will the Money Go?

The revenue generated from this levy will be allocated to four key government agencies to support and improve the aviation and tourism sectors:

  1. The Tourism Fund

  2. The Kenya Meteorological Service Authority

  3. The Kenya Airports Authority (KAA)

  4. The Kenya Civil Aviation Authority (KCAA)

The funds are intended to enhance services, infrastructure, and safety, ultimately aiming to create a more robust and reliable travel ecosystem in Kenya. The act also formally establishes the Tourism Fund, which will be managed by a Board of Trustees and finance various tourism development initiatives.

For travelers, this means a slight increase in the overall cost of airfare. The levy will be incorporated into your ticket price at the time of purchase.
