Enhanced Security Measures Announced for Kisumu County at “Jukwaa La Usalama” Forum

Kisumu County, recognized as a vital economic and transport hub in the region, is set to benefit from a comprehensive new security strategy. The announcement was made during the recent “Jukwaa La Usalama” (Security Platform) forum, which brought together national and county leadership.

The forum highlighted Kisumu’s significant economic contributions through its fish, sugar, and rice industries, while also addressing key security challenges that require immediate intervention to unlock the county’s full potential.

Key Security Initiatives Announced:

1. Combating Organized Crime and Gang Activity
A nationwide strategy will be implemented to dismantle criminal gangs, with a specific focus on Kisumu and the wider Western region. This will include:

  • Asset seizure and freezing of bank accounts belonging to gang leaders.

  • Enhanced multi-agency regulation of the boda boda sector to prevent its use in criminal activities. Operators will be required to join SACCOs and operate within designated areas and hours, with county governments playing a central role.

2. Securing Lake Victoria and Borders
To address the long-standing issues of harassment of fisherfolk, unregulated fishing, and smuggling, the government is:

  • Increasing border patrol units.

  • Strengthening the capacity of the Kenya Coast Guard Services.

  • Finalizing a framework for the joint exploitation of fish resources with Uganda.

3. Crackdown on Illicit Alcohol and Drugs
Noting that Kisumu County ranks third in illicit alcohol consumption and fifth in marijuana use per capita, authorities have committed to a sustained crackdown. Any law enforcement officer found abetting these crimes will face legal action.

4. Addressing Sexual and Gender-Based Violence (SGBV)
An “all-of-society” approach will be used to eliminate harmful cultural practices such as “disco matanga” and wife inheritance.

5. Strengthening Community Involvement
The strategy emphasizes co-opting students, boda boda operators, and beach management units into local security committees to ensure community-led solutions.

The forum was attended by a wide array of leaders, including Kisumu Governor Prof. Anyang’ Nyong’o, local MPs, and senior national government officials, signaling a unified commitment to improving security and fostering sustainable development in the region.
